Department Description
EDF’s Energy Transition Program aims to bend the curve on global greenhouse gas emissions from fossil fuel production and use by 2030, cleanly and equitably. The U.S. State Climate team works to advance ambitious, effective, and equitable climate policy through legislative and regulatory action at the state level. With an emphasis on securing declining, enforceable limits on climate pollution, this team develops and advocates for environmentally-responsible, economically-sound policies that will drive reductions in climate pollution from across the economy while also considering the distributional impacts of climate change and climate policy. The team works closely with colleagues across EDF with expertise in science, economics, law,
corporate engagement, political affairs, and communications to advance policy advocacy priorities.
Position Description:
The High Meadows Fellow would be a key member of EDF’s U.S. State Climate team, within the Energy Transition program. Under the direction and with the support of EDF’s Senior Manager for State Climate Policy & Strategy, the Fellow will join a dynamic team to work on one of EDF’s top state-level priorities—securing a policy to cut economy-wide climate pollution in New York in line with the state’s ambitious goals—along with other top advocacy priorities in key northeastern states. If successful, New York would become the first state on the East Coast to cap climate pollution economy-wide, modeling the essential role states can and must play in the next few years to close the gap to the U.S. Paris Agreement goals. With the goal of advancing state policies that limit emissions and accelerate an equitable clean energy transition, the Fellow will inform and support policy advocacy by performing research on critical policy questions and supporting engagement with lawmakers, partners, and key stakeholders. This will require independent research, tracking of legislative and regulatory processes, review of policy proposals and positions, investigation of stakeholder perspectives, and synthesis and communication of results. Fellow supervisor is in Pennsylvania and core team members are primarily in Washington, DC and Colorado and adept at working professionally remotely.
Responsibilities
Tasks will include but are not limited to:
- Review and analyze climate policy proposals for environmental effectiveness, equity outcomes, economic efficiency, and other priority implications.
- Prepare public comments, policy memos, whitepapers, reports, blogs and other materials that communicate priorities on policy design.
- Develop relationships with and support engagement of key partners, stakeholders, and lawmakers relevant to state policy opportunities, including supporting EDF team in engaging with and/or managing coalitions working to advance shared policy goals.
- Support and lead research and analysis efforts to inform and advance EDF’s state policy priorities, including for example, modeling of the economic and emissions impacts of policy proposals.
- Inform EDF strategy development in priority states based on assessment of political landscape, policy opportunities, and stakeholder positions/priorities.
- Participate in advancing EDF Diversity, Equity, and Inclusion (DEI) goals in which people from all backgrounds and experiences feel connected, included, and empowered to address the environmental and organizational challenges in alignment with EDF values.
Qualifications
- Degree and/or coursework in science, technology, environmental studies, energy, public policy or related fields.
- Demonstrated interest in climate policy, environmental justice and equity, clean energy, and/or climate and environmental science.
- Experience in climate change and energy- related fields and/or in advocacy, campaigns or public policy.
- Strong research skills and ability to synthesize information from multiple sources.
- Experience with self-directed research projects.
- Excellent written and oral communication skills.
- Must be well organized, motivated, and detail-oriented.
- Ability to multi-task, prioritize and meet deadlines.
- Ability to work in a team setting and have the ability to work independently when projects are
